Updated Surplus Numbers: Actual surplus 2018 per audit was $85,163.
Boards 2011-2018 implemented policies and procedures with specific goals:
stabilize owner fees, achieve maintenance objectives and achieve annual budget surpluses.
Any surplus was retained by the association.
The board elected in fall 2018 decided to increase owner fees, even in view of a large potential surplus

RED indicates the consequences had boards continued the fee policies prior to 2010,
BLUE indicates actual fees. These moderated when better policies and financial controls were put in place by boards

Flood - Water Flow Path

Here's a diagram of the flow of surface water during the flood of April 18, 2013. The blue arrows provide a general idea of the direction of the flow. This has been documented in a video posted here on April 22, and in other videos and photographs taken on April 18.

In addition to the surface flow, there is also underground flow via an old 42 inch diameter stormwater pipe installed along the boundary of GE and Wheaton connecting Lakes #3 and #4, and also new (2011-2012) underground on College of DuPage property in Glen Ellyn. The underground storm sewers carry water in a southerly and westerly direction on the COD campus to Pond #7 and Lakes #4. Water from Glen Ellyn - COD  is also discharged into Wheaton's Lake #3.

I'll be providing additional information on this in my next post. It will include additional photos.

Also this week, I'll be posting about three meetings that have been held in the area, two of which were with officials of Wheaton and also included the County of DuPage.





During such a rainfall in the area, Pond #7 and the marsh become inundated with water from north of COD's property. In fact, "Pond 9" has a below ground discharge line into the marsh. It discharges at a controlled rate into the marsh to the east of Pond 9. However, during the flood of April 18, Pond 9 overflowed the bank on it's south side and inundated the area of Pond 7 as well as the area to the east. Here's a photo of the overflow of the area of Pond 7 in Glen Ellyn and COD property, as it overflowed into Wheaton and continued to Brentwood Lane:
