BELOW ZERO...WITH THE COLDEST WIND CHILLS OCCURRING AROUND 6 AM

* IMPACTS...THE COLD WIND CHILLS WILL CAUSE FROSTBITE IN AS
LITTLE AS 30 MINUTES TO EXPOSED SKIN.
