Updated Surplus Numbers: Actual surplus 2018 per audit was $85,163.
Boards 2011-2018 implemented policies and procedures with specific goals:
stabilize owner fees, achieve maintenance objectives and achieve annual budget surpluses.
Any surplus was retained by the association.
The board elected in fall 2018 decided to increase owner fees, even in view of a large potential surplus

RED indicates the consequences had boards continued the fee policies prior to 2010,
BLUE indicates actual fees. These moderated when better policies and financial controls were put in place by boards

streets 2010

 



There were obvious problems with the streets.  The 2010 Reserve Study recommended maintenance including:

"The pavement surfaces should be inspected annually to identify any signs of pre-mature aging or deterioration. Surface cracks, slippage cracks, telegraphed cracks and expansion cracks should be mechanically cleaned and sealed with an elastomeric  sealant (hot or cold applied) to form a continuous compatible bond with the pavement and durable watertight seal. At intervals of 3 - 5 years, the surface of the pavement should be thoroughly cleaned, all cracks sealed, any surface damaged areas repaired
with hot applied asphalt pavement. After completing the repairs, the pavement surface should be sealed with a high quality cut-back coal tar pavement sealer or alternative emulsion coating. All traffic striping should be performed in conjunction with the sealcoating of the pavement surface(s). "

The 2011 study stated "We recommend that the Association plan for a phased total replacement of the asphalt streets and parking areas....concluding by 2022."
